What the decree requires, and since when
The decree sets the accounting rules specific to condominium syndicates, under article 24 of law no. 18-00. It applies from the start of the financial year following its publication: 1 January 2026 for a calendar year.
Three categories, by the revenue of the financial year
500,000 MAD and above
Produce the statements of annexes 3 to 10.
Above 200,000 and below 500,000 MAD
May be limited to annexes 10, 11 and 12.
200,000 MAD and below
May be limited to annexes 10, 13-1 and 13-2.
Above one million dirhams of annual revenue
The syndicate must produce the report of a qualified professional authorised to audit accounts, attesting to their fairness.
What applies whatever the size
Figures and obligations taken from the text published in the Official Bulletin. No secondary source rephrased.
- Accrual accounting: the charge is recorded on commitment, the income on due date, regardless of payment.
- The decree's chart of accounts is the only one usable. The general business chart of accounts does not apply.
- Three mandatory books: journal, general ledger, inventory book.
- Kept without erasure, addition or blank. A wrong entry is cancelled by reversal and stays legible.
- On closing, a procedure seals the chronology of entries and guarantees they cannot be altered.
- Supporting documents kept for five years, and handed over to the next managing agent.

We read the texts, not the summaries
The decree was read in Official Bulletin no. 7391, in Arabic. Law 18-00 in the Ministry of Justice's consolidated version. Several points widely repeated online turned out to be wrong.
